Omilaye · Institutional site for a drinking-water operator

Bilingual institutional website on Payload CMS for a delegated drinking-water public-service operator in Benin: projects, governance, publications, news and recruitment.

The problem

Omilaye operates more than 303 drinking-water systems, serves 1.8 million people across 8 départements, employs over 1,100 people, and is pursuing ISO 50001 and ISO 37001 certification. Its priority audience is not the general public, though: it is funders, auditors, journalists and candidates who judge the organisation from the outside and decide whether to trust it, fund it, or join it. The site therefore had to produce evidence rather than brochure copy, and the previous one made neither the scale of operations, nor governance, nor publications legible.

Our approach

Payload CMS 3 on Postgres, Next.js 15 App Router front end. Thirteen collections cover everything the organisation publishes: projects, news, albums, partners, services, statistics, team, job openings, applications, pages, categories, media, users. Three globals hold the editorial configuration for the homepage, careers and site settings. Bilingual FR / EN via next-intl, media on S3-compatible object storage, internal search, redirects, SEO, and separate sitemaps per content type, plus live preview so the communications team sees changes before publishing.

Recruitment was the most concrete piece. Applications used to arrive by email, unlinked to any posting and untracked. Two related collections, job openings and applications, now land them inside the CMS attached to their posting, with Payload’s form-builder plugin driving the public form.

The second challenge was editorial rather than technical: translating a requirement for institutional credibility into interface decisions. Operating figures are not presented as decorative metrics but grounded in territory and people, and the layout deliberately avoids both SaaS and government-portal conventions.
